Russia mulls back-up in case sanctions cut off worldwide web

The Russian government is carrying out a project to create a back-up internet system, reports Comnews.ru, citing a speech to parliament by Nikolay Nikiforov, the minister of communications and mass media. The reserve portion would perform its function if Russia were disconnected from the worldwide web by political sanctions.   

Representatives of the Russian ITC segment consider that such sanctions could affect the work of private companies serving customers in Russia.

Russia is also interested in designing alternative ways of addressing on the internet, such as the DONA (Digital Object Numbering Authority) project, according to Nikiforov.

Russian upper chamber backs data retention, encryption law

The upper chamber of the Russian parliament has approved an amendment to the Law on Telecommunications requiring providers to retain certain customer data, reports Tdaily.ru. Providers would need to store records of both incoming and outgoing calls of all subscribers for six months as well as all SMS sent for three years. The requirements are related to anti-terrorism measures by the government.

Russian govt launches satellite broadband switching station

The Russian Ministry of Communications and Mass Media has announced that commercial operation of the core switching station of the Russian satellite broadband system RSS-VSD has begun. The station is based in the Dubna space communications centre. The system is able to provide services in remote regions from the Kaliningrad region to the Kamchatka, and will enable service to up to 100,000 subscribers in 60 regions across the country.

MTG gets SEK 987 mln from CTC sale stake

Modern Times Group (MTG) said it will receive USD 123.0 million in cash for its 38 percent stake in Russia's CTC Media. On 29 April, CTC said it would pay USD 2.05 per share to its shareholders that are not subject to US sanctions. After this, MTG will retain no interest in the company or its operations.

Russia digital divide project adds almost 1,200 hotspots

The Russian Ministry of Communications and Mass Media announced that 1,189 public internet access points were launched under the federal programme on the elimination of the digital divide in 65 regions in 2015. Around 22,000 kilometres of fibre-optic lines were built to improve internet access.

Russia may limit international links to local operators

Telecommunications lines crossing the Russian border may be deployed only by operators working on the basis of Russian law, according to a draft amendment to the Law on Telecommunications prepared by the Ministry of Telecommunications and Mass Media, reports Izvestiya. Sources close to the Ministry claim that the change is designed to address state security issues. Similar measures were passed recently on ownership of broadcasters in the country.

Russian telecom ministry appoints spectrum heads

The Russian Federal Ministry of Communications and Mass Media has appointed Alexander Ponkin the new director of the Department of Regulation of Frequency Bands and Networks at the Ministry, reports Comnews.ru. Dmitriy Tur has been appointed the head of the bureau of the state commission for frequencies SRFC. Kirill Stepanenko earlier worked in both positions and recently left the Ministry.

Russia wants to raise taxes on foreign tech companies

Russia's new government internet advisor German Klimenko is pushing to raise taxes on US companies such as Google, Apple and Microsoft, in order to level the playhing field for Russian competitors such as Yandex and Mail.ru. In an interview with Bloomberg, Klimenko isaid he was putting his support behind a bill that would apply an 18 percent value-added tax to the total revenues that Google, Apple and other foreign companies earn each year in Russia, estimated at around RUB 300 billion (USD 3.9 billion).

US imposes sanctions on Yandex.Money service

The US Treasury has included a service from Russian internet search engine Yandex on its expanded list of sanctions against Russia, restricting the Yandex.Money payment service, reports Cnews.ru. The service has been included in the list as 75 percent of its shares are owned by state-owned bank Sberbank. Sberbank was earlier covered by the sanctions; its subsidiaries, 50 percent owned by the bank, have also been added to the list. The sanctions will prevent Yandex.Money from handling funds from the US.

Crimeatelecom blocked by sanctions in Crimea

Crimeatelecom cannot start mobile services in the Crimea region due to sanctions, reports Vedomosti. The Russian government planned to transfer to the operator equipment from Ukrainian mobile operator Kyivstar. Crimeatelecom needs to install the COPM system on Ericsson links. However, the only legal supplier of the equipment, Russian company Malvina Systems, informed the operator that supplies to Crimea are impossible due to sanctions. Following reports the US is preparing sanctions against Chinese companies and individuals for the cybertheft of trade secrets, Reuters said the government is also considering sanctions against Russian entities for cyber attacks against US commercial targets, according to several US officials.
