Tigo Paraguay raises USD 76 mln in record bond issue

Latin American operator Millicom said its Telecel Paraguay (Tigo) subsidiary has raised GYD 5.11 billion (around USD 76 million) in what has been described as the largest bond issue in the history of the Paraguayan stock market. The placement marks the first time a Paraguayan corporate issuer has attracted demand from international investors via instruments issued locally and traded globally through Global Depositary Notes (GDN).

Millicom, owner of Tigo-branded operations across Latin America, has emerged as the latest potential bidder for Telefonica's Chilean subsidiary, according to unnamed sources cited by Bloomberg. Uruguayan state-owned operator Antel said it has reached an agreement to air the signals of pay-TV channels VTV, VTV Plus and FIX TV on its Antel TV service at no extra cost. The deal means viewers will be able to watch the games of the Uruguayan Basketball League via the Antel TV app, as well as the Official Carnival Competition during January and February by way of a promotional offer.

The government of Peru's central Ancash region has announced the launch of a public connectivity scheme to connect 817 public institutions in 481 localities to fibre. The USD 122 million project awarded to YOFC Peru included installing over 1,900 km of fibre-optic cables to ensure educational institutions, health facilities, police stations and other municipal buildings could access connectivity services, benefiting families, students, teachers and public servants alike.

Chile's consumer protection authority Sernac said operator Entel has agreed to compensate subscribers affected by improper non-renewals of contracts and offers of new contracts that took effect on 01 January 2023. Under the voluntary collective procedure, Entel will pay a total of CLP 8,500,243,960 to over 2.63 million consumers of mobile, fixed and pay-TV telecommunications services for unilaterally terminating contracts and immediately setting up new ones without customer consent.

Brazil has passed new legislation that authorises telecommunications services to be provided by cooperatives in Brazil. The new legislation amends the General Telecommunications Law (LGT) and Law 9,295/1996, formally integrating cooperatives into the group of regulated agents eligible for concessions, permits, and authorisations.

Brazil's mobile market in November continued the growth trend, reaching 270.3 million lines, up from 270.1 million in October, resulting in a penetration rate of 101.9 percent. According to figures from the National Telecommunications Agency (Anatel), 4G remains the dominant technology, accounting for 66.4 percent of connections, followed by 5G at 21.0 percent. The total 5G connections numbered 56.6 million, up from 55.0 million the previous month.

Brazil is overhauling its fixed-line telephone system by drastically reducing the number of Local Areas from 4,118 to just 67. This change will align fixed telephony local areas with the existing geographical boundaries of the Numbering Areas (also known as DDD codes, or area codes). Calls between municipalities sharing the same DDD code, which were previously considered long-distance, will now be charged as local calls, lowering call costs for consumers. The Connected Schools programme run by Brazil's Ministries of Communications and Education connected 68.4 percent of its target public educational institutions in 2025. This achievement brings Brazil closer to its goal of providing universal internet access in schools by 2026, with 94,221 out of 138,000 public schools now online. Claro Colombia, a subsidiary of America Movil, said it has connected a total of 50 cities in the country to 5G around 24 months after first activating the service. Telefonica has injected another CLP 300 billion (around EUR 347 million) into its Movistar Chile unit around six months after it loaned CLP 371 billion to the subsidiary. The latest funding comes in the form of a capital hike for the Telefonica Empresas segment via the issuance of 194.412 billion new paid-in shares, said the company in a statement to Chile's Financial Market Commission (CMF).

Mexico's new Telecommunications Regulatory Commission (CRT) has announced plans to include the 600 MHz band (614-698 MHz) in its Annual Programme for the Use and Exploitation of Frequency Bands (PABF) for the year 2026. In a statement, it said the band freed up following the reorganisation of digital terrestrial television (DTT) spectrum is ideal for the deployment of 5G services in the country due to its propagation and coverage characteristics.

Peruvian operators connect 194,000 inhabitants in rural areas to 4G

Peru's ministry of transport and communications MTC said a total of 194,000 inhabitants in 924 rural localities were connected to 4G-LTE in 2025 thanks to the country's "coverage fee" mechanism. The strategy allows operators to allocate up to 60 percent of the spectrum payment to roll out infrastructure in digital divide areas.

Colombian govt approves sale of Movistar stake

The Colombian government has approved the sale of its 32.5 percent stake in Coltel (operating under the brand name Movistar Colombia) just over a month after Millicom's local Tigo subsidiary was cleared to acquire the operator. The Ministry of Finance will put up 1.108 billion shares for sale at an initial price of COP 772.38 per share, potentially raising a total of more than COP 850 billion for the state.
