German regulator agrees changes to vectoring proposal
Germany's Federal Network Agency (Bundesnetzagentur) has amended its proposal on wholesale broadband access following criticism from the European Commission. The agency said the new proposal will give Deutsche Telekom's competitors access to vectoring in more areas and improve the conditions for virtual access to the last mile on DT's network. The German regulator will also work with the European Commission on developing further the conditions for an alternative Layer 2 access product. 

Jochen Homann said the changes should dispel the Commission's concerns and it will send the draft changes to the EC and EU regulator Berec for comment next week. It will be published on the agency's website at the same time.
