German regulator agrees changes to vectoring proposal
Germany's Federal Network Agency (Bundesnetzagentur) has amended its proposal on wholesale broadband access following criticism from the European Commission. The agency said the new proposal will give Deutsche Telekom's competitors access to vectoring in more areas and improve the conditions for virtual access to the last mile on DT's network. The German regulator will also work with the European Commission on developing further the conditions for an alternative Layer 2 access product. 

Jochen Homann said the changes should dispel the Commission's concerns and it will send the draft changes to the EC and EU regulator Berec for comment next week. It will be published on the agency's website at the same time.

European Telecommunications Association (ECTA) has reacted to the European Commission's decision not to open an in-depth investigation into the German telecoms regulator BNetzA's revised plan to grant exclusivity on upgrades of the copper network with vectoring technology. ECTA said the new measure does not promote or safeguard competition but actually grants an unjustified competitive advantage to the incumbent operator by removing physical unbundling.

The German Federal Network Agency (BNetzA) has decided that Deutsche Telekom's EUR 1 billion broadband expansion plans are helpful to improving the broadband supply in Germany and approved the proposed VDSL vectoring roll-out.
